My answer would have to be Auron’s Tornado with Quistis getting an honorable mention with her Degenerator. I like the Tornado because it’s pretty bad ass that Auron throws in his hooch to set it on fire.  It also hits all targets and multiple times so it’s good against a group of foes or a boss.  Quistis is a user of blue magic, and because the Degenerator is only one of many blue magic spells she can use it doesn’t get as much attention as it deserves.  It is one of the strongest attacks in FF8 not because it does a lot of damage but because it creates a black hole that can swallow up an enemy (not boss) no matter how high their level. It turned out to be quite useful during the grind of leveling up.
